After dramatic chase, police nab wanted carjacker 'Ullu' in Delhi

New Delhi, April 14 (IANS) A notorious criminal, who even tried to fire upon a police team, was apprehended after a brief scuffle on the Mehrauli-Badarpur road in Delhi, said a Crime Branch official on Sunday.

Police said that the accused identified as Suraj Gulia aka Ullu (28), a resident of Jhajjar district in Haryana, was wanted/involved in nine sensational cases of gunpoint carjackings and robberies in Delhi, Haryana and Rajasthan.

Deputy Commissioner of Police (Crime Branch) Rakesh Paweriya said that they received specific information that Gulia would come on the road near the Cremation ground, Lado Sarai, link road to MG Road to MB Road, on April 11.

“A team set a trap near the anticipated location of his arrival. Around 4 p.m., he was observed approaching on a Pulsar motorcycle from MB Road, identified promptly by a confidential informant,” said the DCP.

Intercepted by the Crime Branch team, Gulia attempted to flee in the opposite direction, abandoning his motorcycle where a police team member was stationed.

“In the ensuing struggle, he attempted to overpower the officer, brandishing a homemade pistol with intent to fire. However, additional team members swiftly arrived, successfully subduing him along with the loaded pistol and two live cartridges,” said the DCP.

The DCP revealed that following his release from jail in 2015, Gulia joined the gang of Somveer in his village, perpetrating a wave of carjackings that terrorised areas of Delhi, Haryana, and Rajasthan.

“The gang would forcibly abduct drivers at gunpoint, later abandoning them after plundering their possessions and vehicles,” said the DCP.

After his arrest by the Delhi Police in 2015, Gulia spent approximately four years in various jails.

“Upon release, he resumed his criminal activities, participating in an armed robbery at a currency exchange shop in Dulina, Jhajjar, in 2020. Despite subsequent arrest, he secured bail after two to three months,” said the DCP.

Subsequently, Gulia went into hiding, evading capture and working various jobs in Gujarat ports, where phone usage was restricted, thwarting investigative efforts.

“After several years, he returned to Pataudi (Haryana), assuming the role of a tractor driver at a trading firm to conceal his identity,” said the DCP.

“Gulia has been declared a Proclaimed Offender by courts in Delhi and Rajasthan for his involvement in three high-profile cases of gunpoint carjackings, with convictions in two cases,” the DCP added.

Hyderabad, July 23 (IANS) Senior IAS officer Smita Sabharwal is ready to accept the challenge thrown by differently-abled IAS mentor Bala Latha Mallavarapu to resign and write civil service exams with her and beat her score but expressed doubt whether the UPSC would allow her due to her advanced age.

“I would take on her odd challenge but doubt UPSC will permit me due to my advanced age,” the 2001-batch IAS officer posted on X on Tuesday.

The IAS officer of Telangana cadre, who triggered a controversy with her recent comments on the quota for the disabled in All India Services, also wanted to know what use Bala Latha put her privilege of disability quota.

“To run coaching institutes or to serve the people through fieldwork?” she asked.

Bala Latha, a former bureaucrat who trains civil service aspirants at her CSB IAS Academy, on Monday demanded a public apology from Smita Sabharwal for her views against the Persons with Disability (PwD) reservation in the Civil Services Examination (CSE) conducted by the Union Public Service Commission (UPSC).

“I am asking Smitha Sabharwal to resign and write civil exams with me and beat my score. I will prove that a differently-abled can score better marks than her,” Bala Latha said.

The former bureaucrat also said that even her students, who are visually impaired, can compete with Smitha Sabharwal.

Bala Latha questioned Sabharwal’s qualifications to comment on issues related to disabled individuals, arguing that such remarks undermine the judiciary and parliamentary decisions. She emphasised that Sabharwal’s words have further marginalised the disabled community, which already faces significant discrimination.

She also demanded Chief Minister A. Revanth Reddy to take action against Sabharwal under the Code of Conduct for civil services indiscipline.

Meanwhile, a complaint has been filed against Smitha Sabharwal at the Ibrahimpatnam police station in Rangareddy district. Vikalangula Hakkula Raksha Porata Samiti leader Jangaiah has alleged that Sabharwal’s remarks were disrespectful to the disabled community.

A complaint against the IAS officer has also been filed with the National Human Rights Commission (NHRC).

According to Bakka Judson, former chairperson of the AP Vikalangula Cooperative Finance Corporation, the NHRC has accepted his complaint against Sabharwal. He also lodged a complaint with the Department of Personnel and Training, seeking action against the IAS officer.

The National Platform for the Rights of the Disabled (NPRD) has also voiced strong objections to Smita Sabharwal’s comments.

Smita Sabharwal sparked controversy with her remarks amid the debate over reservation for UPSC aspirants under the PwD category, which was triggered by controversy over IAS probationary officer Puja Khedkar’s recruitment under the disability quota.

She questioned the necessity of a disability quota in the IAS and suggested that individuals with disabilities might struggle to meet the demands of the service.

“With all due respect to the Differently Abled. Does an Airline hire a pilot with a disability? Or would you trust a surgeon with a disability? The nature of IAS/IPS/IFoS is field work, long taxing hours, and listening first-hand to people’s grievances-which requires physical fitness. Why does this premier service need this quota in the first place!”

Her comments had drawn flak from various quarters. Rajya Sabha MP Priyanka Chaturvedi had termed it a ‘pathetic and exclusionary view’.

“Amazed that an IAS officer would be so fundamentally ignorant about disability. Most disabilities have no impact on stamina. Or intelligence. But this tweet shows enlightenment and diversity are badly needed,” commented Karuna Nundy, a senior advocate of the Supreme Court.

The IAS officer, however, stood her ground. “See a lot of outrage on my timeline. I suppose addressing the elephant in the room gets you that reaction. Would request the rights activists to also examine why this quota has still not been implemented in the IPS/ IFoS and certain sectors like defence. My limited point is that the IAS is no different. To live in an inclusive society is a dream that we all subscribe to. Insensitivity has no place in my mind,” she responded

Smitha Sabharwal as the secretary to the Chief Minister was a powerful officer under the previous government of BRS. After the Congress party came to power, she was transferred out of the Chief Minister’s Office in January this year and posted as member secretary of the Telangana State Finance Commission.

New Delhi, July 23 (IANS) Union Finance Minister Nirmala Sitharaman on Tuesday presented her seventh straight Budget that would lay a roadmap for ‘Viksit Bharat’ by 2047, focusing on employment, skilling, agriculture and manufacturing.

The first budget under Modi 3.0 seeks an economic vision that balances fiscal prudence. This is Prime Minister Narendra Modi government’s 13th straight Budget since 2014, including two interim ones

The Union Budget focuses on supporting consumption via higher allocation for the rural economy, taxation reforms, infrastructure push, thrust on local manufacturing, job and skill creation and an increase in production-linked incentive (PLI) allocation to more labour-intensive sectors.

In a major push to employment generation, the Finance Minister announced three schemes. “Government to set up three schemes for employment generation. Scheme for first-timers to provide one-month wage to all persons newly entering the workforce in all sectors. First-time employment scheme to benefit 2.1 crore lakh youths,” said the FM.

While presenting the Budget in the Lok Sabha, she said, “People of India have reposed their faith in the government led by PM Modi and re-elected it for a historic third term.”

She said the PM Garib Kalyan Anna Yojana was extended by five years, benefiting more than 80 crore people in the country.

As the Modi government’s focus is the farming community, the Finance Minister said, “New 109 high-yielding, climate-resilient varieties to be released to farmers. One crore farmers are to be initiated into natural farming over two years.”

Other highlights are:

10,000 need-based bio-input centres to be established

Large-scale clusters for vegetable production are to be developed closer to consumption centres.

Digital crop survey for Kharif to be taken up in 400 districts in FY25

Rs 1.52 lakh crore will be set aside for agriculture, and allied sectors in FY25

Bengaluru, July 23 (IANS) Karnataka Congress legislators staged a protest on Tuesday against the Enforcement Directorate (ED), condemning its alleged bid to pressurise an officer to name Chief Minister Siddaramaiah, Deputy Chief Minister Shivakumar and former Minister B Nagendra in the irregularities in the tribal Board.

The Congress held the protest before Mahatma Gandhi’s statue on the premises of the Vidhana Soudha opposing ED officials who harassed the Board’s former Managing Director (MD), B Kallesh, to name the CM and Dy CM in the case.

The Congress MLAs who had gathered in front of Mahatma Gandhi’s statue held placards and raised slogans against the Centre and slammed the central agency ED for “becoming a puppet in the hands of the Union government.”

The Congress MLAs also demanded resignations of Prime Minister Narendra Modi and Union Home Minister Amit Shah for allegedly using the ED, CBI and IT Department against Opposition parties.

The Karnataka Police had on Monday registered an FIR against the two ED officers investigating the tribal Board case at the Wilson Garden Police Station in Bengaluru.

The FIR against the two ED officers was based on a police complaint filed by B Kallesh, the former MD of the Board and incumbent Additional Director in the Social Welfare Department.

“The ED officials had threatened Kallesh with arrest and subjected him to mental torture to confess that former Minister B Nagendra, higher government authorities and the state Finance Department had directed him to deposit money into the MG Road Bank. The ED said they would help him if he agreed to their statement,” the FIR said.

The Finance Department is held by Chief Minister Siddaramaiah.

Police have registered a case under the Bharatiya Nyaya Sanhita Sections 3 (5), 351 (2) and 352.

Last Thursday, the Karnataka Congress unit said that the ED was forcing the accused to name Siddaramaiah and Shivakumar in the case to destabilise the state government.

“We have accurate information that the ED is trying to force and pressurise the accused to take the names of the Chief Minister and Deputy Chief Minister in the Tribal Welfare Board case,” Karnataka Health Minister Dinesh Gundu Rao had said while addressing a joint press conference with Priyank Kharge, KJ George, Krishna Byre Gowda and Santhosh Lad in Bengaluru, a few days ago.

New Delhi, July 23 (IANS) Union Finance Minister Nirmala Sitharaman is set to make history by presenting her seventh consecutive budget on Tuesday, surpassing the record of former Prime Minister and Finance Minister Morarji Desai.

Sitharaman, who holds the record for the longest budget speech delivered on February 1, 2020, which lasted two hours and 40 minutes before being cut short, will now also hold the record for the maximum consecutive budget presentations.

Desai presented six budgets during his tenure as Finance Minister from 1959 to 1963 and from 1967 to 1969.

Former Prime Minister Morarji Desai still holds the overall record for presenting the most number of budget speeches, with ten in total. He served as Finance Minister under former Prime Ministers Jawaharlal Nehru and Lal Bahadur Shastri.

The Union Budget 2024 aims to lay a roadmap for Viksit Bharat by 2047. Following the budget presentation, Sitharaman will address a press conference alongside Minister of State for Finance Pankaj Chaudhary, Finance Secretary T. V. Somanathan, other Secretaries of the Ministry of Finance, and Chief Economic Adviser V. Anantha Nageswaran.

Sensex trades flat ahead of Union Budget

Mumbai, July 23 (IANS) India equity indices were trading flat on Tuesday ahead of Finance Minister Nirmala Sitharaman’s budget presentation at 11 a.m. in Parliament.

At 9:55 a.m., Sensex was up 35 points or 0.04 per cent at 80,537 and Nifty was up 2 points or 0.01 per cent at 24,511.

Selling is seen in the midcap and smallcap stocks. Nifty midcap 100 index is down 109 points or 0.19 per cent at 56,515 and Nifty smallcap 100 index is down 105 points or 0.57 per cent at 18,457.

Among the sectoral indices, Auto, pharma, FMCG, and realty are the top gainers. IT, PSU Bank, fin service, and metal are the major laggards.

The Economic Survey was presented on Monday before the budget, in which GDP is estimated to grow by 6.5 per cent to 7 per cent in the current financial year.

Deven Mehata, Research Analyst at Choice Broking, said, “Nifty can find support at 24,450 followed by 24,400 and 24,300. On the higher side, 24,600 can be an immediate resistance, followed by 24,800 and 25,000.”

The foreign institutional investors (FIIs) bought equities worth Rs 3,444 crore, while domestic institutional investors sold equities worth Rs 1,652 crore on July 22.
